Yup, it would be neutral zone. Since well...it's avaddon in disguise, we wouldn't be disguising himself in his own territory in the risk of someone figuring out its him since the leader would be missing everytime he'd be working as his disguise.

At least in the neutral zone, it's a little bit more difficult to figure it out since the city is so large.

I have a question. This would be for future use since I want my character injured for no reason at all. Where exactly are the bombs planted? Are there bombs in the territories, too?

The bombs are planted in every territory.
In each territory there should be a large statue of the Founder of that clan in the center of that sector of the city. (Ex: Black Rose has their founder's statue in the center of Black Rose territory, same with Serpent's Kiss, Bloody Moon, and Ravinca.)

Neutral Zone on the other hand; since was/is not under one rule, it holds all four founders around the Sanctum Tower. Since the guards are constantly on patrol, whenever they are not in the area...that is when the bomb is planted.

The bomb is about the size of the palm of a child's hand.
