It has been twelve years since Shepard fired the Crucible, ending the threat of the Reapers. But such came at a terrible cost however, with billions dead across the galaxy, a shattered galactic economy and the widespread collapse of the Mass Relay network. Despite this order has begun to return to the galaxy as the Council races strive to reestablish civilization as it was before the war, as within two years both the Citadel and several relays within the heart of Citadel space have been restored to working order. But the struggle to restore society as it once was has not yielded a precise reproduction, as in 2189 the Krogan became the fifth race to hold a seat on the Citadel Council for their valor on Palaven and Earth, as well as their uncompromising efforts in the restoration of order - for while it is a benevolent endeavor, it has proven far from bloodless.

With the collapse of most interstellar travel, society across the galaxy regressed: as the various races of the galaxy celebrated a future free of the apocalyptic threat of the Reapers, piracy and nationalism have experienced an unprecedented renaissance. Never before had the galactic board been reset so broadly, and even though the Citadel races held the best hand of cards at the beginning they soon found themselves among a myriad of new players, not all of them with friendly intentions. From Inner Citadel Space to the farthest reaches of the Terminus Systems, the galaxy finds itself plagued with bandits and brigandry, holding hundreds of systems and thousands of worlds in their thrall. The martial forces of the Citadel races are far too busy reclaiming and policing their own territory, the finances of the Council directed towards reconstruction and repair of ruined cities and damaged Mass Relays, to see to the neutralization of these new threats and the liberation of what worlds they control.

In an effort to address this issue the Council approved Offensive Campaign 17 in 2198, approving the enlistment of privateers - mercenaries and militias meant to fill the gaps that their own professional forces could not - to reconnoiter, reclaim and restore territory otherwise lost due to the effects of the Crucible.​
