Fear manifestation is a lot better than something that allows one to break the rules of a realm, in my opinion. It's a power that's a lot easier to tone down so it isn't too OP, you just need to add in the right limitations. The limitations listed on the superpower wikia aren't the be all and end all of it.

For example, you could have a limitation that only allows you to manifest someone's fear if you know what that fear is.
Or, you could have no control over the created entity, and it attacks whoever it wants, including yourself.
Something like that, you can use your imagination to come up with what limitations would best suit you and keep the character from being OP.

I'll start thinking up some stuff- maybe try a different character or somethin.
For now, consider this WIP.
